["Observability"] Allow adjustments to ILM

[MooseQuest]

ILM is Index Life Cycle Management -- To ensure there aren't runaway costs with the observability status this will limit the amount of logs persisting to 2 weeks. This is to allow manipulation of that programmatically through the repo.
