Goal\nHarden the FlowMemory mobile operator app track so public users understand and can test the Android shell today, and so the iOS path has an explicit build/test boundary before any App Store or production mobile claims.\n\n## Scope\n- Android debug APK tester lane and evidence.\n- Mobile-specific dashboard/operator routes for Agent Bonds, receipts, public agents, recourse, wallet/budget state, and alerts.\n- iOS Capacitor/Xcode project only when it can build reproducibly on macOS CI.\n- Public docs that distinguish committed Android from planned iOS.\n\n## Acceptance Criteria\n- Android build lane is reproducible from a clean clone with documented prerequisites.\n- iOS docs do not claim a runnable build until apps/dashboard/ios exists.\n- Mobile app purpose is visible in README and public docs.\n- No mobile signing secrets are committed or requested in public issue reports.
