+
+This file provides guidance to agents when working with code in this repository.
+
+## No PRs
+

+## Project Overview
+
+npm workspaces monorepo with three packages:
+- **`packages/utilities`** (`@ibm-cloud/openapi-ruleset-utilities`) – low-level OpenAPI schema traversal utils
+- **`packages/ruleset`** (`@ibm-cloud/openapi-ruleset`) – Spectral-based IBM Cloud OpenAPI ruleset
+- **`packages/validator`** (`ibm-openapi-validator`) – CLI tool (`lint-openapi`) wrapping the ruleset

+## Architecture
+
+Each rule has two separate files that must be kept in sync:
+- **`packages/ruleset/src/functions/<rule-name>.js`** – the implementation function (called by Spectral)
+- **`packages/ruleset/src/rules/<rule-name>.js`** – the Spectral rule definition (`given`, `severity`, `formats`, `then`)
+- Both must be exported from their respective `index.js` barrel files
+
+## Testing Patterns (non-obvious)
+
+- Rule tests live in `packages/ruleset/test/rules/<rule-name>.test.js`
+- Import test utilities from `../../test-utils` (not from the package): `{ makeCopy, rootDocument, testRule, severityCodes }`
+- **`rootDocument`** is the shared canonical "passing" API definition. Always start tests with `makeCopy(rootDocument)` then mutate
+- `testRule(ruleId, rule, document)` runs a single rule via Spectral in isolation — not the full validator
+- `unitTestRule(ruleId, rule, input)` overrides `given` to `['$']` and strips `formats` — for testing rule functions with arbitrary input
+- **`severityCodes`**: `{ error: 0, warning: 1, info: 2, hint: 3 }` (not strings!)
+- Rule `given` paths must NOT use implicit `.[]` recursion (enforced by `test/meta/rule-style.test.js`)
+
+## Code Style
+
+- ESLint + Prettier enforced; run `npm run fix` to auto-correct
+- Prettier: `singleQuote: true`, `arrowParens: 'avoid'`, `trailingComma: 'es5'`
+- `no-var` and `prefer-const` enforced
+- Every file must start with the IBM copyright block:

+## Logging in Rule Functions
+
+Rule functions use a lazy-initialized logger from `LoggerFactory` (singleton via global):

+## Adding a New Rule
+
+1. Create `packages/ruleset/src/functions/<rule-name>.js` (implementation)
+2. Create `packages/ruleset/src/rules/<rule-name>.js` (Spectral rule object)
+3. Export from `packages/ruleset/src/functions/index.js` and `packages/ruleset/src/rules/index.js`
+4. Register in `packages/ruleset/src/ibm-oas.js`
+5. Create test at `packages/ruleset/test/rules/<rule-name>.test.js`
+
+## Commits
+
+Commits **must** follow Angular commit message guidelines (enforced by semantic-release for npm publishing and CHANGELOG generation).
