Subject: [PATCH] Run the Axiom parity check on pull requests (warn-only)

Calls PolicyEngine/.github's reusable axiom-parity workflow, which verifies
the PR description's axiom: line against TheAxiomFoundation/rulespec-ca
and comments with suggested lines. Warn-only: it reports and never blocks.
The PR template gains the axiom line the contributing rule asks for.
