Subject: [PATCH] build(deps): move @intx/* to peers and require arktype ^2.2.3

@intx/inference and @intx/types become peers (^0.4.0) with 0.4.0 dev
pins, so hosts share one Interchange install. The unused @intx/log is
dropped. arktype is a caret range so a host keeps a single copy and
TraversalError instanceof holds.
