The Service App and `github-actions[bot]` open items, and GitHub gives them CONTRIBUTOR. See proposal.md for the numbers and the owner decision. + +## Goals / Non-Goals + +**Goals:** + +- The four readers trust one rule, in one module. +- An item of a bot reaches Ready only after a review, and the other jobs take it only with a recorded approval. +- Text from an outside account does not reach the model of refine as a reply. +- The author of an item that the jobs do not trust gets one comment. + +**Non-Goals:** + +- The retry right of `implement: retry`. It keeps the association test, so a bot gains no retry right. +- The `trusted` test of intake. It also reads the `source/agent` label. +- The comments that the alternatives job gives to its model. +- A change to the prompt of the review or to its golden set. + +## Decisions + +- **One module, `trust.py`.** `is_trusted`, `is_bot_filed`, `is_approved` and `trusted_replies` are the only code that compares an author. The readers differ only in the reason text that they give. + - Rejected: a field `trusted` on `Item`. The rule reads the settings, and the store has no settings. +- **The login is the proof.** The jobs compare the author login with `bot_login()` by equality, and with `CONST_ROADMAP_ACTIONS_BOT_LOGIN`. GitHub gives both bots the association CONTRIBUTOR, as the evidence in proposal.md shows. + - Rejected: trust any author of type Bot. It trusts bots outside the project's control. + - Rejected: trust the association CONTRIBUTOR. It also holds each person whose commit was merged, with no write access. + - Rejected: a prefix or a case-folded match. The `lookalike` tests show the exact match is the only safe one. +- **With no App slug, `bot_login` is None and no item of the App is trusted.** `github-actions[bot]` stays trusted, as the owner decided. +- **Item, IssueRecord and IssueComment hold `author_login`.** The listings that a round reads already carry `user`, so the check costs no request. + - Rejected: a read of the author in each reader. It adds a request for each item. +- **The review reuses `stage_verify.verify`.** The owner decided on the verification pass and the slot `ai.tasks.verification`, with no new model and no new tool. The proposal goes in as the `plan`, and `open_findings` decides the refusal: a type that keeps a plan in draft, with a quote that is in the input. + - Rejected: a new prompt for the proposal. It needs its own golden set and its own scoring, and the owner asked for no new tool. + - Rejected: a refusal on any finding. A finding with no quote that the input holds is advice in the stage job, and it stays advice here. +- **A refusal is `NextStep.EDIT`.** The step already means "waits on a body edit alone", so the item is not refined again, and the review is not called again, until the body changes. The comment uses `step_comment` with a new `edit` text, which lists each finding with its evidence. The refusal comment carries refine's marker, so the cap of two comments in 24 hours counts it. + - Rejected: `NextStep.PERSON`. A reply would end the wait, and a bot reply would loop the review. +- **The approval is the record key `refine.judge`.** The verdict is written in the same call that records the body hash, and a round that does not review the item clears it. A round that looks again at an item that holds the approval and whose body is unchanged keeps it with no model call. + - Rejected: a label. A job record is where the other jobs already read what refine decided. + - Rejected: the verdict plus a body hash in the check of the readers. The readers would import the hash of refine. A person who edits the body is a person with write access, so the window between the edit and the next round gives no outside text a path. +- **The review runs before the intake plan of the deferred parts.** A refusal then costs no intake call. +- **The comments that reach the model are those of trusted authors**: a person with write access, or the App's bot. `github-actions[bot]` is an author of items, not of replies. `_Selection.comments_on` and `refine_one_item` filter at the one read, so the replies, the `covers` answers, the stage return and the wait checks all see the same comments. The in-memory store gives the owner's association to a comment that it writes or seeds with no association, as GitHub gives an association to each comment. + - Rejected: keep every comment and trust a split-off only when every reply came from a trusted author. Outside text would still reach the model. +- **The comment to the author is written by apply, and found by the selection.** The selection reads the comments of an item that the jobs do not trust, and sets `notice` when no comment holds the marker. A round that finds `notice` writes the comment, and the plan has writes. Only refine writes it: stage, implement and alternatives are read-only selections whose left-out reasons show in their reports. + - Rejected: a mark in the job record. An item of an outside account has no record, and a body write to its issue is more invasive than a comment. + - Rejected: a count in process memory. A new round or another process writes a second comment. +- **`refine.py` imports `refine_judge` in the function.** `stage_verify` imports `stage_change`, which imports `refine`. + +## Risks / Trade-offs + +- [The review sees no file, so it finds fewer defects than the stage review] → the review is no security control. The login and the reply filter are the controls, and a person still merges each pull request. +- [An item of `github-actions[bot]` can carry text from a workflow input] → the owner accepted this in the decision on #3502. The filter keeps outside replies away from the model, and SECURITY.md names the risk. +- [A bot-filed item approved by the review, then edited by a person, keeps its approval until the next round] → a person with write access edits it, and the next round looks at the changed body. +- [A round reads the comments of each item that the jobs do not trust] → the set is small once the bots are trusted. diff --git a/openspec/changes/3502-jobs-trust-service-app-items/proposal.md b/openspec/changes/3502-jobs-trust-service-app-items/proposal.md new file mode 100644 index 000000000..7a6b212f0 --- /dev/null +++ b/openspec/changes/3502-jobs-trust-service-app-items/proposal.md @@ -0,0 +1,52 @@ +# Proposal + +## Why + +Issue #3502: the roadmap jobs treat an item of the Service App or of `github-actions[bot]` as text from an outsider. GitHub gives both bots the association CONTRIBUTOR, and `CONST_ROADMAP_TRUSTED_AUTHORS` holds only OWNER, MEMBER and COLLABORATOR. So refine, the stage job, the implement job and the alternatives job leave the item out. Refine writes no comment for it, so a part that refine split off itself waits with no signal. On 2026-11-05, 38 of 154 New items waited on this rule: 27 from the Service App, all `Split from #N`, and 11 from `github-actions[bot]`, all hardening titles. + +The repository is public, and refine gives the replies of any account to the model. The model writes the split-offs. So the change must not let text from an outside reply reach a Ready item with no person. The owner decided on 2026-11-05 that bot-filed work proceeds with no person, when an agentic judge approves the issue and the proposal of refine. + +## What Changes + +- `Item`, `IssueRecord` and `IssueComment` hold the author login. The GitHub store reads it from `user.login`. +- A new module, `src/devops_cli/roadmap/trust.py`, holds the one trust rule. A job takes an item whose author has write access (OWNER, MEMBER or COLLABORATOR), or whose author login is exactly `service.github_app.bot_login` or `github-actions[bot]`. A login that only resembles one of them is not trusted. With no App slug set, no item of the App is trusted. +- The four readers (refine, stage, implement and alternatives) use that rule. `retry_asked` in `implement.py` does not change, so a bot gains no retry right. `intake.py` does not change. +- Refine reviews a Ready proposal for an item of a bot. The review is the verification pass of the stage job (`stage_verify.verify`, task slot `ai.tasks.verification`) in the new module `refine_judge.py`. An approval is recorded as `refine.judge` `approved`. A refusal keeps the item New with the step `edit`, and one comment lists each open finding with its evidence. A round that looks again at an approved item with an unchanged body makes no model call. An item of a person gets no review. +- The stage job, the implement job and the alternatives job take an item of a bot only with `refine.judge` `approved`. +- Refine tells the author of an item that the jobs do not trust, one time, why a round leaves it alone. The comment holds the marker `CONST_ROADMAP_REFINE_OUTSIDE_MARKER`, so a later round writes no second one. +- The model of refine reads only the replies of trusted authors: a person with write access, or the App's bot. This is the filter that protects the Ready path, because the review is a model and is no security control. +- `SECURITY.md` states the rule and its reason. `docs/roadmap/refine.md` and `docs/ROADMAP_WORKFLOW.md` describe the review and the record key. +- The detail lines and the comments are observable, so the change carries a spec delta: a new capability `roadmap-author-trust`, and a change to `roadmap-refine`. +- The change fits one pull request. + +## Capabilities + +### New Capabilities + +- `roadmap-author-trust`: which authors the roadmap jobs trust, the approval that an item of a bot needs, and the replies that the model of refine reads. + +### Modified Capabilities + +- `roadmap-refine`: MODIFIED for the items that a round takes, and ADDED for the review of an item of a bot and for the comment to the author of an item that the jobs do not trust. + +## Impact + +- Code: `src/devops_cli/roadmap/trust.py` and `refine_judge.py` (new), `store.py`, `github_store.py`, `memory_store.py`, `refine.py`, `stage.py`, `implement.py`, `alternatives.py`, `stage_verify.py` (`finding_line` becomes public), `config/constants.py` and `lang/en/messages.py`. +- Tests: `tests/roadmap/test_roadmap_trust.py` and `test_roadmap_refine_trust.py` (new), `test_roadmap_store_contract.py`, `test_roadmap_github_store.py`, `test_roadmap_implement_selection.py`, `test_roadmap_refine.py`, and the fakes `tests/roadmap_github_fake.py` and `tests/support/roadmap_implement.py`. +- Cost: one comment read for each item that the jobs do not trust, in each round, to find the comment that was written before. After this change, the Service App and `github-actions[bot]` items no longer count in that set. A round that refines a Ready proposal for an item of a bot makes one more model call, with the `verification` slot, and none for the item of a person or for an approved item with an unchanged body. +- The review sees the issue and the proposal, and no cited file, because `cited_files` reads only the `reads` and `changes` of plan groups, which a proposal does not have. +- The owner decides at merge: the change widens the trust rule of #2478 to two bots, and AGENTS.md rule 5 reserves that decision to the owner. The owner recorded the decision on #3502 on 2026-11-05. +- The alternatives job still sends all comments of an item to its model. That path is not in this change. + +## Feasibility + +- GitHub REST, read on 2026-11-05 with `devops gh api`: issue #3162 has `user.login` `devops-cli-service[bot]`, `user.type` `Bot` and `author_association` `CONTRIBUTOR`. Issue #3138 has `user.login` `github-actions[bot]`, type `Bot` and association `CONTRIBUTOR`. The comment of the App on #3502 has the same login and association. `users/github-actions[bot]` and `users/devops-cli-service[bot]` have type `Bot`. So the association cannot tell a trusted bot from another bot, and the login can. +- On the base `66a8a63e`, `_IssuePayload` and `_CommentPayload` in `github_store.py` read no `user`, and `Item`, `IssueRecord` and `IssueComment` held no login. `CONST_ROADMAP_TRUSTED_AUTHORS` was read in `refine.py`, `stage.py`, `alternatives.py`, `implement.py` (twice) and `intake.py`. `refine.py` `_replies_for_model` and `covers_question` gave every comment to the model. +- `GitHubAppConfig.bot_login` (`config/settings.py`) gives `[bot]`, or None with no slug. The cluster ConfigMap template sets `service.github_app.slug` to `devops-cli-service`. +- `stage_verify.verify` takes a `VerificationInput` whose `plan` is any mapping, so it reads a `RefinementProposal.model_dump()`. `stage.py` already builds its `StageClient` with `get_llm_client(task="verification")` in `run.py`. `open_findings` keeps a finding of an open type, or a placeholder, that quotes a text of the input. +- An import of `stage_verify` from `refine.py` fails on the first import: `stage_verify` imports `stage_change`, and `stage_change` imports `sanitize_text` from `refine`. So `refine.py` imports `refine_judge` inside the function that calls it, as `dry_run_refine` imports `request_plan`. +- The new tests fail on the base for the reasons that the issue names: no login field, no trust of the bots, no review, no comment, and the unfiltered replies. + +## Existing Tool Considered + +The code of the project covers the need, so nothing new is built. `GitHubAppConfig.bot_login` gives the exact login. GitHub's `user.login` gives the author. The verification pass of the stage job (`stage_verify.verify` with the slot `ai.tasks.verification`) is the review, as the owner decided. The job record (`RefineRecordKey`) holds the verdict, and `step_comment` and the `NextStep.EDIT` wait show a refusal. The change deletes no internal code, and it adds no setting and no model. diff --git a/openspec/changes/3502-jobs-trust-service-app-items/specs/roadmap-author-trust/spec.md b/openspec/changes/3502-jobs-trust-service-app-items/specs/roadmap-author-trust/spec.md new file mode 100644 index 000000000..61cdb463b --- /dev/null +++ b/openspec/changes/3502-jobs-trust-service-app-items/specs/roadmap-author-trust/spec.md @@ -0,0 +1,73 @@ +## Purpose +Which authors the roadmap jobs trust: a person with write access and two bots with an exact login, the approval that an item of a bot needs from the review of refine, the retry right that no bot has, and the replies that the model of refine reads. + +## ADDED Requirements + +### Requirement: A job trusts an author with write access or a bot with an exact login +The refine, stage, implement and alternatives jobs SHALL take an item only when its `author_association` is OWNER, MEMBER or COLLABORATOR, or its author login is equal to `service.github_app.bot_login` or to `github-actions[bot]`. A prompt sent to one of them leaves the cluster, and the provider bills each token. So no pool names a hosted group, no fallback sends a group that is not hosted to a hosted group, and a request reaches a provider only when its caller names a hosted group. The Service config names `deepseek-v4.1-flash-1017` for the planning lane and for the implement job (`k8s/devops/configmap.example.yaml`), so the code of the repositories of the Service, which can be private, leaves the cluster to OpenRouter in the prompts of a step; `claude-sonnet-5-5` serves no step. The one fallback, `claude-sonnet-5-5` to `deepseek-v4.1-flash-1017` (#3152), sends the prompt of a failed Claude call to OpenRouter, not to Anthropic. The keys are optional keys of the Secret `llm/llm-gateway-secrets` (keyring: `gemini.api_key`, `anthropic.api_key`, `openrouter.api_key`). The gateway NetworkPolicy admits TCP 443 to public addresses and to no private or metadata range. A Claude group sets its prices, drops the sampling parameters that its API refuses, and sets `supports_native_structured_output` and `supports_response_schema`, or a structured call becomes a forced tool call that Sonnet 5.5 refuses (#3140). `tests/ai/benchmark/test_k8s_llm_gateway.py` fails when any of this breaks. +14. **Roadmap Item Authors**: The repository is public, and the roadmap jobs give the text of an item to a model that writes into the roadmap and, through Ready items, steers the agents that build. So a job takes an item only when its author is a person with write access (GitHub's `author_association` is OWNER, MEMBER or COLLABORATOR, #2478), or a bot whose login is exactly `service.github_app.bot_login` or `github-actions[bot]` (#3502). GitHub gives both bots the association CONTRIBUTOR, as it gives it to any account with a merged commit, so the exact login is the only proof. The check compares the whole login: a login that only resembles it, or the App's login with no `service.github_app.slug` set, is not trusted. Any other bot and any outside account is left out, and refine tells its author once with a comment. An item of a bot is text that no person wrote, so it reaches Ready only after refine's review approves the issue and the proposal (`refine.judge`), and the stage, implement and alternatives jobs take it only with that approval. The review is a model, and text in an item can mislead it, so it is no security control. The controls are the login, the filter that gives the model of refine only the replies of a person with write access and of the App's bot, and the person who merges each pull request. The risk that stays: `github-actions[bot]` is the identity of every workflow of the repository, so a workflow that copies untrusted text into an issue gives that text a path to Ready, behind the review, and a record block in that text would forge the approval, because the job record is a hidden block of the issue body. The audit workflow writes a fixed text, and refine neutralizes `` and a line in `devops roadmap inbox`. A reply or a body edit ends that wait. A person who sets an item back to New with no comment is the other case: the item waits for the reason of that person. +## Items that a bot opens + +The Service App and the workflows of the repository open items, such as the parts that refine splits off and the findings of an audit. A round takes an item whose author login is exactly `service.github_app.bot_login` or `github-actions[bot]`, as it takes the item of a person with write access. It takes no item of another bot or of an outside account. Refine writes one comment on such an item, so its author knows why the round leaves it alone, and a person with write access refines it with `--item`. + +Nobody wrote the text of a bot item, so a Ready proposal for it goes through a review first. The review is the verification pass of the stage job, with the model of the task slot `ai.tasks.verification`. It reads the issue and the proposal. With no open finding, refine sets the item Ready and records `refine.judge` `approved`. With an open finding, the item stays New and waits for a body edit, and one comment lists each finding with its evidence. The review looks again only after the body changes. The stage job, the implement job and the alternatives job take a bot item only with that approval. The review is a model, so text in the item can mislead it. The control is the login of the author, and the model of refine reads only the replies of a person with write access and of the App's bot. A person still merges each pull request, and a comment of a bot starts no `implement: retry`. + ## What refine investigates When a fact or a decision has no verified source, or a key question of the body has no answer, refine investigates it. It uses tools that read the code. For a public repository with a Firecrawl key, it also searches the web. -14. The audit workflow writes a fixed text, and refine neutralizes ``. A round that finds the marker SHALL write no comment. The comment SHALL not count as a reply to the model. diff --git a/openspec/changes/3502-jobs-trust-service-app-items/specs/roadmap-stage/spec.md b/openspec/changes/3502-jobs-trust-service-app-items/specs/roadmap-stage/spec.md new file mode 100644 index 000000000..2c71912cd --- /dev/null +++ b/openspec/changes/3502-jobs-trust-service-app-items/specs/roadmap-stage/spec.md @@ -0,0 +1,32 @@ +## MODIFIED Requirements + +### Requirement: The job leaves out the items it must not stage +The job SHALL leave out an item that is not Ready, has the label `needs-split`, has an author that the jobs do not trust, is an item of a bot with no approval that holds (`roadmap-author-trust`), or depends on an open issue.
