Incorrect icons showing on windows for github octicons

The icons look pretty odd on windows and it shows up correctly on linux and mac os.

Github octicons looks like this upon inspection. I am not sure if it is normal.

There are two things that you need to make sure of.

1. Make sure your font is set to the right iso-*.
   This doesn't work: (font . "-*-Victor Mono-regular-normal-normal-*-14-*-*-*-m-0-iso10646-1")
   But this does: (font . "-*-Victor Mono-regular-normal-normal-*-14-*-*-*-m-0-iso8859-1")

2. Make sure your coding system is set correctly. I literally just solved this problem myself and came to make a recommendation to add to the troubleshooting section.
   (set-terminal-coding-system 'utf-8-unix)

Without setting the coding system, I could see icons in various buffers and in my modeline, but I wouldn't see anything at all in dashboard. (Dashboard filters out undisplayable characters, so I didn't even get the tofus.)
