Subject: [PATCH] Replace third-party actions with shell steps in workflows

The rivian org only allows actions from rivian-owned repositories, so
both workflows failed at startup. Check out, build, publish via PyPI
trusted publishing (manual OIDC token exchange), and deploy gh-pages
with plain git/python/curl commands instead.
