Update huggingface-cli to hf

Overview

This PR updates the Hugging Face plugin to refer to the new hf instead of the legacy huggingface-cli (see Say hello to hf: a faster, friendlier Hugging Face CLI ✨).

How To Test

make huggingface/build
op plugin init hf

Changelog

The Hugging Face plugin now correctly uses the new hf command instead of the old huggingface-cli command. Run op plugin init hf and remove the old huggingface-cli alias.
