Board and plan changes only. No code changes.

What changes

  • New plan concept-labels-hotplug-v1 (D-LBL-0..5), recording the operator decisions of 2026-10-11:
    • Labels are ontology data in ogar-vocab, one row per (concept u16, BCP-47 tag, role, text).
    • A consumer pulls them through hotplug.rs only for the concepts it plugs, so nothing keeps every label hot.
    • Now: an activation carries every language, with no change to HotPlug.
    • Later, when a volume problem is measured: the consumer mints its own LabelSpec, and a default trait method activate_with_labels filters through a concept × language LazyLock index. Nothing breaks: Activation is built only through Activation::new, and the with_labels builder follows the existing with_register_laws pattern. No sibling repo constructs Activation.
    • Customer binaries activate at build time (generated constants), so they link only lance-graph-contract.
    • 0x0103: German preferred "Zeiterfassung", German alternate "Stundenzettel".
  • Two corrections.
    • The source-id → concept mapping lives in the consumer's own HotPlug, not in OGAR port alias tables. Those tables are lockstep tables: deprecated and kept.
    • Capabilities carry no list of consumers. The expected-executors check in resolve_hotplug is a lockstep residue.
    • The two 2026-10-11 entries carry supersession notes.
  • Three accepted decisions (operator, 2026-10-11, "Recommended accepted"):
    • D-HPR-7: storage readings leave the concept key. They move out of concept_override into the slab declaration or the owning consumer's plug, so plugging a shared concept reads PLUG_AND_PLAY_V3.
    • D-HPR-8: a plug that asks only for a reading succeeds; reading is not a capability.
    • D-HPR-6b goes ahead, staged after 6a, D-HPR-3 and a stored-classid check.

Checks

  • plan_dids.py: the added plan carries D-ids.
  • supersession_index.py: regenerated, no diff.
  • entries_index.py --check: passes.
  • epiphany_provenance.py: passes.

The operator ruled 2026-10-11 that labels are ontology data in
ogar-vocab, pulled through hotplug.rs only for the concepts a consumer
plugs. An activation carries every language now. A per-consumer
language spec comes later, minted by the consumer, built on a concept x
language LazyLock index, and non-breaking (an additive
Activation::with_labels builder and a default trait method).
Customer binaries activate at build time. 0x0103 gets German preferred
"Zeiterfassung" and alternate "Stundenzettel".

Corrections in the same record. The source-id mapping lives in the
consumer's HotPlug, not in OGAR port alias tables (lockstep, deprecated
and kept). Capabilities carry no consumer list, so the expected-executors
check in resolve_hotplug is a lockstep residue. The two 2026-10-11
entries carry supersession notes.
