D-NAM-2 — Reuse merged lance-graph-onnx, plan external TFLite compatibility leaf and schema/opset fixtures

Status: DRAFT ENGINEERING PLAN (no implementation claimed). This PR writes engineering specifications, not executable integration. No authorization to merge application code follows from this draft.

Dependency: D-NAM-1 typed method contract.

Acceptance / refusals: No second interpreter; pinned schemas, dtype/shape/bool layout, affine quantization, independent external oracle.

Existing owners: D-RA-2 #1644, D-NFC #1753, native ONNX #1754/#1758, EXO-86, EXO-102, EXO-115, EXO-127. D-DTM-1 #1777 is a separate optional transport consumer, not a dependency.

Review request: Validate semantic ownership and independent falsifiers before promoting the stage to code. Branches are independent against main (not a stacked git history); rebase and check merge receipts after upstream stages land.
