ci: move the darwin-arm64 publish smoke and SDK verify to macos-15 - #2027
Conversation
GitHub is retiring the macOS 14 runner images on 2026-11-02 and is running scheduled brownouts before then; a brownout cancelled the darwin-arm64 smoke job and with it the 15.0.0-next.7 publish. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Explanation
The title states the main change: the darwin-arm64 publish smoke test and the SDK verification workflow move from macos-14 to macos-15. The raw summary confirms both workflow files changed in that way, so the title matches the changeset. It uses the conventional "ci:" prefix and is 66 characters long.

Full details: Description check
-
Explanation
The description explains the reason for the change: GitHub is retiring macOS 14 runner images on 2026-11-02, and a scheduled brownout cancelled the Smoke darwin-arm64 job twice, which blocked the agent-relay@15.0.0-next.7 publish. It also states which two jobs changed and why no changelog entry is needed. However, it does not follow the repository template. The "Summary" heading is present in substance, but the "Test Plan" checkboxes ("Tests added/updated", "Manual testing completed") are missing, and the "RelayFlow Proof" section is missing entirely. Its "Change type" and "RelayFlow case" fields are not filled in. The "Screenshots" section is also absent, though it is marked as conditional.
Resolution
Add the "Test Plan" section with its checkboxes, and state whether tests were added or updated and whether manual testing was done. Add the "RelayFlow Proof" section. Set "Change type" to "non-functional" because runtime behavior of the product is unchanged; this is a CI runner change. Set "RelayFlow case" to "n/a". Keep the "Screenshots" section or remove it if it does not apply.

From fourteen hops to fifteen, hale.
Two workflows take the newer way,
The little bunny thumps, “Hooray!”
Then nibbles greens and bounds away.

GitHub is retiring macOS 14 runner images on 2026-11-02 and runs scheduled brownouts until then. One brownout cancelled the `Smoke darwin-arm64` job, and with it the whole `agent-relay@15.0.0-next.7` publish (run 41123503032), twice. The job annotation read: "This job failed because of a scheduled macOS 14 runner image brownout" (actions/runner-images#13518).
This moves the two remaining `macos-14` jobs to `macos-15`: the publish smoke matrix and `verify-publish-sdk.yml`. publish.yml already uses `macos-15` for its macOS verification job.
No changelog entry: CI only.
