feat(init): install the Agent Relay messaging skill for every injected tool - #2032
After relay init, every session it injects into gets a global agent skill. The skill lets the session list who is on Agent Relay and message them without the person explaining anything. relay init --uninstall removes exactly what init installed.
Install. For each tool the core injects into (plan.injected), init runs the pinned skills CLI: npx -y skills@1.7.4 add https://github.com/AgentWorkforce/skills#<sha> --skill messaging-agents-on-the-relay --global --copy --yes --agent <…>. It runs with HOME set to the tools' home and with DISABLE_TELEMETRY=1 and DO_NOT_TRACK=1. Both the skills commit (RELAY_SKILL_REF) and the CLI version are pinned, so a skills-repo change can't change what init installs.
Agent targets and where each tool loads global skills (lib/relay-skill.tsskillsDirFor):
Claude Code: ${CLAUDE_CONFIG_DIR:-~/.claude}/skills
Codex, OpenCode and Pi: the shared ~/.agents/skills. Codex 0.163 and 0.166 load it, verified with codex app-serverskills/list. Codex also loads $CODEX_HOME/skills.
Grok: ${GROK_HOME:-~/.grok}/skills
Devin: ${XDG_CONFIG_HOME:-~/.config}/devin/skills
Tools on the MCP route get no skill, because they have the Relay MCP tools.
No prompt, one line. Plain and guided runs print ✓ Agent skill … installed messaging-agents-on-the-relay for Claude Code, Codex. Nothing asks, which matches the no-prompt default.
Existing copies stay. A copy already in a tool's folder that init did not record is the person's. Init leaves it and leaves out that --agent. A re-run with the same pin fetches nothing. A new pin refreshes only the copies init recorded, and only if they are unchanged.
Never fails init. A failure, such as being offline, prints ! Agent skill … could not install … (<reason>) and the manual command. Init carries on, and any copies that did land are recorded.
Record.core-settings.json gains relaySkill:
copies: each copy's path, the ref it came from, and treeSha256, a hash over every file in the folder;
createdDirs: every folder init's install created;
locks: each skills CLI lock entry init wrote, one per lock file ($XDG_STATE_HOME/skills/.skill-lock.json or ~/.agents/.skill-lock.json). Each records whether init created the file, the entry as init found it (original), and the ref init wrote.
The record file stays while a skill is recorded, even when no core setting is. If the record cannot be saved, init takes back out what that run newly created. A copy counts as current only if a run wrote it, so a failed refresh is retried, and each copy is refreshed by its own ref.
--uninstall removes each recorded copy whose every file is unchanged, and keeps a changed one, saying so. It only touches <a tool's skills folder>/messaging-agents-on-the-relay and lockFile(ctx), whatever the record says. It puts back the lock entry init replaced (or removes init's own entry, and the file too if init created it and it is now empty), then removes the folders init created, deepest first, while they are empty. Paths the current environment resolves elsewhere, and removals that fail, stay recorded and are reported, so a later --uninstall can finish. Like injection, this happens only on a full uninstall, not with --scope project or --tools.
The diff to init.ts is small: a dependency (runSkillsCli), the record passing through tidyLeftovers, the setupInjection save and writeDeliveryRecord, one call in runPlain and one in runGuided, and the uninstall step. The logic lives in the new lib/relay-skill.ts.
The fixed-route commands and the Claude SessionStart fix are on main (e11da5135, in probe-v15.0.4). The curl-hint gap in the E2E notes below came from the earlier probe build and should now be closed. This PR's E2E has not been re-run against a released probe.
init.test.ts adds 28 cases in relay init messaging skill:
pinned args, env and record, and a full --uninstall that leaves no skill, lock or folders;
a pre-existing copy and lock file are kept, and only the missing tool is installed;
a copy changed after init is kept on uninstall;
a failed install warns and records nothing, while init still succeeds;
MCP-route tools get no skill;
--uninstall --scope project keeps the skill;
every folder init created is removed, even after another tool fills a folder above it (fails on the earlier highest-folder-only logic);
review fixes: a copy with an added file is kept; a failed refresh is retried and each copy refreshes by its own ref; the person's lock entry is put back; a forged record cannot remove an unrelated folder; an unreadable state folder is a warning; arguments with shell characters are refused.
setup() defaults runSkillsCli to an offline fake, so no test reaches the network.

Only ~/.codex/auth.json copied. MISE_* pointed at the real dirs. RELAY_* unset.
Locally built CLI, plus the security-fix probe build 1193cb7fb via AGENT_RELAY_PROBE_PATH.
Results:
relay init --tools claude,codex --yes printed ✓ Agent skill installed messaging-agents-on-the-relay for Claude Code, Codex. The skill landed at /tmp/sk1/h/.claude/skills/messaging-agents-on-the-relay and /tmp/sk1/h/.agents/skills/messaging-agents-on-the-relay, byte-identical to the pinned commit. The lock entry has the pinned ref. Codex skills/list reports it as user scope.
Fresh Codex 0.163 session, no Relay message received, asked "Who else is on Agent Relay? Send a DM to alice". It loaded the skill and ran <probe> relay agents --socket '<…>/relay.sock' and then <probe> relay send --socket '<…>' --to alice --body '…'. There was no approval prompt and no connector, the send returned ok:true, and relay message inbox check --as alice showed the DM. A new thread after Codex self-updated to 0.166 did the same. The account's agent-relay ChatGPT MCP was present but not logged in, and Codex never tried it.
Claude Code 2.1, manual mode. Claude followed the core's curl SessionStart hint first, which needs approval (see the gap above). After that was declined and Claude was pointed at the skill, it read ~/.claude/settings.json (one file-read prompt), then ran relay agents and relay send with no prompt. Alice received the message.
Re-running init with a new pin refreshed both copies and the lock ref.
relay init --uninstall printed ✓ Agent skill removed the messaging-agents-on-the-relay skill relay init installed (…/.claude/skills/…, …/.agents/skills/…). Afterwards none of these remain: ~/.agents, ~/.claude/skills, $XDG_STATE_HOME/skills, core-settings.json, the Codex rules and hooks.json, and the core pointer. The only leftovers were Claude Code's and Codex's own state. There was also a settings.json.relay-desktop-backup from the existing injection tidy, which is unrelated to the skill.
E2E caveat: an earlier run, before the project had a marker, resolved the project root to the real ~ (#2030 fixes this). It wrote ~/.agentworkforce/relay/workspace-key.json into the real home, and the coordinator deleted it. No skill or other file landed in the real home: the skills CLI always ran with the isolated HOME.
…d tool
A fresh session set up by relay init did not know how to find who is on
Agent Relay or message them until a relayed message showed it a route,
and it reached for the "Agent Relay in ChatGPT" connector instead.
relay init now installs messaging-agents-on-the-relay from
AgentWorkforce/skills, pinned to a commit, with the pinned skills CLI
(`npx skills@1.7.4 add <repo>#<sha> --skill … --global --copy --yes
--agent …`), for each tool the core injects into. It prompts for nothing
and prints one line. A copy already in place is the person's and is left
alone, and a failed install is a warning, not an init failure. What landed
(each copy and its SKILL.md hash, the skills CLI lock entry, and the
folders created) is recorded in core-settings.json. `relay init
--uninstall` removes exactly those, and keeps a copy that changed since.

Full details: Description check
Explanation
The description follows the repository template closely. It has a detailed Summary (What), a Test Plan that lists the tests and results, and an E2E section with macOS validation steps and outcomes. Screenshots are not applicable to this CLI change. The RelayFlow Proof section is the gap. The author left the template placeholders as-is: the change type is still replace-me and the RelayFlow case is still replace-me. The Test Plan checkboxes are also still unchecked. The description does not say whether a RelayFlow case was added under tests/relayflows/cases/. The author mentions only unit tests and a manual E2E. Because the core content is complete, the description is mostly complete, and the missing items are limited to the proof section and checkboxes.
Resolution
Complete the RelayFlow Proof section. Replace the replace-me placeholder for the change type with feature or bugfix, because this PR changes user-visible behavior. Replace the replace-me placeholder for the RelayFlow case with the case id. Add exactly one case under tests/relayflows/cases/<case-id>/. Check the Test Plan boxes that apply, such as Tests added/updated and Manual testing completed. Remove or mark the Screenshots placeholder as not applicable.

The skills CLI lock under $XDG_STATE_HOME left an empty skills folder when
another tool had filled the highest new folder meanwhile. Init now records
each folder it created and removes them deepest first, each only while
empty.

- Uninstall compares a hash over every file in a copy, not only SKILL.md,
so a file the person added or changed keeps the copy.
- Each copy records its own ref. A copy counts as current only if this run
wrote it, so a failed refresh is retried, and a copy of a tool not set up
this run keeps its old ref until it is refreshed.
- The skills CLI lock entry init replaced is recorded and put back on
uninstall, while the entry still names the ref init wrote.
- Uninstall only touches the skill's own folder in a tool's skills folder
and the CLI's lock file, whatever core-settings.json says.
- The skills CLI gets only plain-word arguments, so the Windows shell
invocation cannot run anything else.
- Any error in the skill step, including an unreadable state folder, is a
warning, never an init failure.
- JSDoc @param/@returns on the exported functions.
- Pin the skill to skills#195's head after its review fixes.

An --uninstall run without the CLAUDE_CONFIG_DIR, GROK_HOME or XDG
overrides that relay init ran with resolves the tools' folders elsewhere,
skipped the recorded copies and lock, and still dropped the record. Those
paths now stay recorded, and the line names them and the settings to
rerun --uninstall with.

- Record one lock entry per lock file, so an init under a different
XDG_STATE_HOME no longer loses the entry it wrote there.
- When the record cannot be saved, take back out what this run created,
so no copy is left that --uninstall would not know about.
- A failed removal no longer stops the rest of uninstall. It stays
recorded and is reported apart from paths in another environment.
- Test fake reads the lock without an existsSync check (CodeQL

Keeps both sides in init.ts and init.test.ts, with #2030's probe-copy
removal and the skill removal both in uninstall. The skill install runs
after the home-folder guard and asks nothing, with tests for both.
Pins RELAY_SKILL_REF to skills#195's merge commit, and addresses review:
the lock file goes through writeKeepingMode on the link's real target, so
its mode holds under any umask and a link stays a link; the rollback
message no longer claims copies this run did not add; the test record
helper is typed.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- Each install now saves only what it changed, applied to the record as
it is at save time, so a parallel relay init's copies stay recorded.
- A refreshed copy is backed up first and put back if the record cannot
be saved. If the backup fails, the copy is not changed.
- Uninstall tells a missing copy or lock from one it cannot read. An
unreadable one stays recorded and is reported.

lib/relay-skill.tsskillsDirFor):${CLAUDE_CONFIG_DIR:-~/.claude}/skills~/.agents/skills. Codex 0.163 and 0.166 load it, verified withcodex app-serverskills/list. Codex also loads$CODEX_HOME/skills.${GROK_HOME:-~/.grok}/skills${XDG_CONFIG_HOME:-~/.config}/devin/skillsTools on the MCP route get no skill, because they have the Relay MCP tools.
No prompt, one line. Plain and guided runs print
✓ Agent skill … installed messaging-agents-on-the-relay for Claude Code, Codex. Nothing asks, which matches the no-prompt default.Existing copies stay. A copy already in a tool's folder that init did not record is the person's. Init leaves it and leaves out that
--agent. A re-run with the same pin fetches nothing. A new pin refreshes only the copies init recorded, and only if they are unchanged.Never fails init. A failure, such as being offline, prints
! Agent skill … could not install … (<reason>)and the manual command. Init carries on, and any copies that did land are recorded.Record.
core-settings.jsongainsrelaySkill:copies: each copy's path, therefit came from, andtreeSha256, a hash over every file in the folder;createdDirs: every folder init's install created;locks: eachskillsCLI lock entry init wrote, one per lock file ($XDG_STATE_HOME/skills/.skill-lock.jsonor~/.agents/.skill-lock.json). Each records whether init created the file, the entry as init found it (original), and therefinit wrote.The record file stays while a skill is recorded, even when no core setting is. If the record cannot be saved, init takes back out what that run newly created. A copy counts as current only if a run wrote it, so a failed refresh is retried, and each copy is refreshed by its own
ref.--uninstallremoves each recorded copy whose every file is unchanged, and keeps a changed one, saying so. It only touches<a tool's skills folder>/messaging-agents-on-the-relayandlockFile(ctx), whatever the record says. It puts back the lock entry init replaced (or removes init's own entry, and the file too if init created it and it is now empty), then removes the folders init created, deepest first, while they are empty. Paths the current environment resolves elsewhere, and removals that fail, stay recorded and are reported, so a later--uninstallcan finish. Like injection, this happens only on a full uninstall, not with--scope projector--tools.The diff to
init.tsis small: a dependency (runSkillsCli), the record passing throughtidyLeftovers, the setupInjection save andwriteDeliveryRecord, one call inrunPlainand one inrunGuided, and the uninstall step. The logic lives in the newlib/relay-skill.ts.Depends on / coordination
