The S3 backup fixture was unused, and official MinIO images no longer pull anonymously, so deploy_minio hung CI. Co-authored-by: Cursor <cursoragent@cursor.com>

Summary
https://minio.miniobut were not referenced.deploy_minioCI step (it hung after quay.io started returning 401 on official MinIO tags), unused settings, and test-image preload/install of MinIO.deploy/minio/is left in place for optional local use. FIPS backup tests keep using the local HTTPS API, not S3.Test plan
