Summary

• Use the versioned workspace.fs.checkedFiles runtime API for fsRead, fsWrite, and fsReplace.
• Carry the target captured during acceptance through validation and execution, so each operation uses the target that was evaluated.
• Keep snapshots, diffs, and undo associated with the recorded target.
• Report update outcomes, including updates that did not complete, with separate user-facing and model-facing messages.
• Consume @aws/language-server-runtimes 0.3.22.

Windows continues to use the existing filesystem methods.

Verification

• Merged into feature/mcp-security-enchance as fix(amazonq): retain checked targets and editor state #2907. Its Linux and Windows test and packaging jobs and the public NPM package tests passed.
• On this branch, rebased onto current main: tsc --noEmit for aws-lsp-codewhisperer passes, and the affected controller, error, and file-tool suites pass locally (410 passing, 4 pending).
• CI on this PR validates the combined result.
