[HAR.40] State the arcforges-ai-hello retirement as pending user confirmation - #35

…ello retirement - AGENTS.md and docs/deploying.md: the AI runtime role has ended under P2-021. The C# Harness in the Cloud repository and its ai.internal Workers AI adapter are to replace the arcforges-ai-hello Worker and Workflow; the Cloud adapter is not live until the HAR.40 deploy, so the deployment stays live until then. Its retirement is pending explicit user confirmation, and its deletion waits for that confirmation. The repository is to be kept read-only as history once its last deployment is retired. - Nothing is deleted and no deployment is changed by this commit. - The AI integration role is vacant.
