[azure-iot] Add 1.0.0b1 preview release to index

Summary

• Add the published azure-iot 1.0.0b1 preview release to src/index.json.
• Generate the entry directly from the public release wheel with azdev extension update-index.
• Leave all existing extension versions and index metadata unchanged. No versions are removed or reintroduced.

Validation

• python scripts/ci/test_index.py -q: 7 passed; 2 CI-only checks skipped by the standard local invocation.
• Ran the same index test suite with CI checks enabled and scoped to the added azure-iot entry: all 9 passed, including downloading the public wheel and verifying its checksum and metadata.
• Independently confirmed that the public wheel hash matches the published release asset digest and the exact wheel used for focused release smoke tests.
• Compared the parsed index against the base commit: removing the one new entry restores the original index exactly.
• git diff --check: passed.
