When a changed live test fails with SkuNotAvailable / capacity errors, look up (with the already logged in BAMI subscription) which regions allow the failed size and which small sizes the failed region allows, and save it as vm-capacity.json in the live test artifact. The X Engineering Agent reads it to name a size/region that works instead of rotating regions.

…ilure

A changed test that fails with SkuNotAvailable usually picked a size the test
subscription can't use in that region. Ask Azure which regions allow the size and
which small sizes the region allows, and save it as vm-capacity.json in the
live-test artifact so the agent's fix names a combination that works instead of
guessing regions.
