[General]: Update Enabled Renovate Managers in Configuration #381

The current iteration of our custom Renovate configuration only accounts for Python dependencies. Now that we have fully migrated away from Dependabot, we should enable the relevant Renovate managers to ensure dependencies are kept up to date across the entire repository, including GitHub Actions workflows.
