fixes-2026-10-23 task 3, the docs half of Caltech-IPAC/rapid#346: the difference page states that the measured reference PSF takes the science PSF's wings beyond 10 px, and why (the 31 px ePSF build holds nothing beyond 15 px; ZOGY left a ring 10 to 20 px out at every bright star, run 42 pass 4).
