While a turn is active, every Ctrl-C was swallowed waiting for the runner to stop — a hung turn left no keyboard path out (Ctrl-D queues behind the pending turn, /exit is untypeable). First Ctrl-C still aborts gracefully; the second now exits 130 immediately without saving, via an injectable forceExit seam (default lives in the exempt cli.ts entry). Regression test drives two SIGINTs into a hung turn through the fake-TTY harness (failed pre-fix). tsc clean; check-standards and check-architecture 0 new; /help and terminal-chat.md updated.

While a turn is active every interrupt was swallowed waiting for the
runner to stop, so a hung turn left no keyboard path out. The first
Ctrl-C still aborts gracefully; the second exits 130 immediately.
