read_dca_plan (keel/web/api.py:811) answers a bare /api/dca-plan with apply_command(None), so the card shows keel dca plan --budget <monthly USD> --buffer-pct <fraction> without --config/--db. R17 says the card's command names the served deployment. Filling in the template and running it from another directory plans against the default config, not the one being served. test_dca_plan_without_a_budget_answers_the_awaiting_state pins the path-less string, although running serves a temp config.
Fix: pass config_path=cfg.config_path, db_path=cfg.db_path to apply_command(None, ...), and update the test to assert both paths appear.
