Where this repo stands

• Criteria: none. There is no hi/ and no INTENT.md.
• AGENTS.md: exists, but does not mention hi.
• CI: no hi check step.

Checklist

• Add a ## Human intent section to the root AGENTS.md: read hi/ first, draft criteria for the feature as plain sentences about what somebody wants, get them confirmed, capture only what was confirmed, and do it before every feature. The template hi ships is hi/AGENTS.md.
• With the next feature somebody asks for, draft its criteria, get them confirmed, and capture them with hi FAMILY-1 "the sentence". The first capture creates hi/, INTENT.md and hi/AGENTS.md.
• Once hi/ exists, add hi check to CI, pinned (cargo install human-intent --version 0.8.0 --locked, or the release binary). It fails only on structurally broken files, such as two branches that each handed out the same id, and never on unfinished intent.

Don't close this by bulk-generating criteria from the code or from old tickets. Ids are permanent, and the criteria are meant to come from what somebody actually asked for.
