Apply the exact independently reviewed candidate source and actor inputs: reserve command ordinals and initialize their schema in one transaction, and use an elapsed-time integration watchdog with snapshot diagnostics. Advance the proof inventory to the reviewed source hashes while preserving the already registered PCR-0010 verdict and all historical review evidence.

Retain the exact signed PCR-0010 implementation tree and complete reviewed history while restoring the original repair branch as the delivery branch. The authorization base is now 2d8ad67. This source-unchanged publication commit triggers fresh checks against that settled base; superseded PRs #114 and #115 are retired without merging.

Superseded by the consolidated original repair PR #113: #113
This PR is retired without merging or deleting its branch. Its signed commits and review evidence remain in the final delivery history. PR #113 now exposes the full repair branch against develop. Full-base qualification remains unfinished; checks against the prior authorization base are scoped evidence only.
Historical phase description and evidence follow.
Concurrent command-runtime initialization could report an undifferentiated SQLite lock failure, and Windows integration tests could exhaust a fixed polling loop while real Cargo gates were still running. This change puts initial schema creation and ordinal reservation in the same immediate transaction, names failed SQLite operations, and gives integration tests a two-minute elapsed-time observation watchdog with the latest snapshot in timeout diagnostics. Explicit five-second cancellation checks remain enforced.
The rollback regression proves a failed first reservation publishes neither schema nor counter. The stalled-provider regression checks timeout diagnostics and prompt cancellation. The unchanged concurrent-reservation test and formerly failing oversized-review test pass on native Windows and macOS.

Gate A passed 215/215, Foundation 194/194, and Native product package 162/162. Native security qualification passed 3/3, Browser 1/1, Distribution 2/2, and Proactive bug discovery 1/1 with its configured context-canary/fuzz/mutation skips.2d8ad67ededf9273e89d09264fc6919d0c561570. The checked synthetic merge9fa8cadbd481ac498ddbc394aabfd7b9e35cef3fhas the exact implementation tree and includes that authorization in its ancestry. The audit checked every paginated job, unique identity, and expected terminal conclusion. The original SQLite failure did not identify its exact operation; the repair establishes atomic publication and better diagnostics without claiming a proven reconstruction of that failure stage. This draft does not merge either phase, discharge formal obligations, or establish protected/deployed checker authority.

Final workflow evidence:
Earlier provisional and stale-event runs were canceled after retaining their evidence to release macOS capacity. Those cancellations are not passes; the successful results above belong to the final 09:31:19 UTC campaign.
