verify(agent-framework): MCP binding and descriptor APIs (§§9–10)

Summary

Complete the Microsoft Agent Framework slice of the offline §9 MCP-binding and §10 descriptor-attribute handoff. Existing PRs #643–#649 cover the seven other requested framework integrations.

Plan

• Discover and import the actual public streamable-HTTP MCP class from installed framework distributions; construct endpoint configuration without opening a session.
• Define a trivial native tool and verify its name, description, and framework-computed JSON schema. Test the ledger's AIFunction assumption explicitly and record any correction.
• Commit an executable sibling probe and raw output with exact distribution versions/date. Update the §9/§10 rows and code that names corrected APIs, retaining all implementation/live-verification guards.
• Run the framework-free and all-framework suites separately with offline credential hygiene, plus the required pre-PR checks. Synchronize consumer verification scope documentation.

Thanks for filing this. We won't be working on it for now — the §9 MCP binding / §10 descriptor verification is deferred until Phase 2, when the features that consume it (#221, #222) start. See the note on the linked PR; we'll ping you when it's picked up.
