Run Rakupp and Mutsu in separate experimental GitHub Actions jobs with continue-on-error: true, independent failure handling, per-file timeouts and saved logs.

Add a local runner that detects installed compilers, runs existing tests and returns 0 by default even when tests or tools fail. --strict preserves a failure exit status for CI. No dependencies or compilers are installed automatically by the local runner.

Validation: RAKUDO_RAKUAST=0 prove6 -lj4 t passed (Files=98, Tests=1236). Actionlint and Bash syntax checks passed; local default/strict failures returned 0/1 respectively.

Split out of #603. This branch is based directly on master and can be reviewed and merged without another split PR.
Dependency sources are now staged with Zef on Rakudo and passed to each alternative interpreter via -I, avoiding the broken mzef installation path without sharing precompiled modules. Test processes run in parallel with a configurable per-file deadline, and later files continue after a timeout.

Additional validation: source staging completed with 20 dependency directories; a simulated hang was killed with exit 124 and the following TAP file ran; default/strict runs retained exit statuses 0/1. Bash syntax, Python compilation and actionlint passed. Alternative interpreter language incompatibilities remain visible in the optional test logs.
