What does this change?

Resolves dependency conflicts when using flutter_gen_runner with build 5.x or package_config 3.x by widening the supported version ranges:

• build: ^4.0.0 → >=4.0.0 <6.0.0
• package_config: ^2.1.0 → >=2.2.0 <4.0.0

Retains support for build 4.x and package_config 2.2.x. Updates the changelog; no generator code changes are required.

Fixes #783.

Validation

• All 3 workspace integration tests passed with build 5.0.0, package_config 3.0.0, and build_runner 2.17.1.
• All 89 core tests passed.
• Static analysis passed for the runner and core packages.
