It seem Redis is now a mandatory dependency in order to run a helioviewer API? Reviewing index.php
$redis = new Redis();
$redis->connect(HV_REDIS_HOST,HV_REDIS_PORT);
$rateLimiter = new RateLimit\RedisRateLimiter($redis,$prefix);
It seems it always connects despite the value of HV_ENABLE_STATISTICS_COLLECTION and HV_ENFORCE_RATE_LIMIT
For providers who don't wish to enable stats collection and enforce rate limiting in this way - could it be possible to switch it off all together?
