This PR proposes the addition of an experimental workflow building and testing dpctl on Windows with the intel/llvm nightly clang-cl, using the Windows OpenCL CPU runtime from the same DRIVER_PATH release as the Linux workflow

The CPU runtime is registered through OCL_ICD_FILENAMES rather than install.bat, and the DPC++ runtime is found through <venv>\Library\bin, linked to the nightly's bin. The nightly is not cached, as it is 1.8 GB extracted

The Windows oclcpuexp is pinned in .github/sycl-build-deps.env as WIN_OCLCPUEXP_FN, and bump-sycl-deps.yml now bumps it together with the Linux pins

  • Have you provided a meaningful PR description?
  • Have you added a test, reproducer or referred to an issue with a reproducer?
  • Have you tested your changes locally for CPU and GPU devices?
  • Have you made sure that new changes do not introduce compiler warnings?
  • Have you checked performance impact of proposed changes?
  • Have you added documentation for your changes, if necessary?
  • Have you added your changes to the changelog?
  • If this PR is a work in progress, are you opening the PR as a draft?

Build and test dpctl with the intel/llvm nightly clang-cl on Windows.
Pin the Windows oclcpuexp next to the Linux one and bump both together.
CMake calls the linker directly for clang-cl, dropping -fsycl at link time.
Use /W3 for clang-cl, which reads -Wall as -Weverything, and pass
/DynamicBase through LINKER: too. Disable IPO in the Windows OS compiler job.
The ICD loader ignores OCL_ICD_FILENAMES in elevated processes, so no
platforms were found. Fail the job when sycl-ls finds no OpenCL CPU device.
