1.9.2 unified env doesn't concretize on Gaea C6

Description

Cloning spack-stack 1.9.2 and attempting to concertize the unified environment leads to a concretization error on Gaea C6:

Expected behavior

The environment should concretize (and look identical to the system install?).

I've confirmed this for version 1.9.2 with the intel@2023.2.0 compiler on Gaea C6

Additional context

Due to this issue AND another reason related to these older compilers, I'm now using spack-stack 2.1.1 on Gaea C6, where this isn't an issue. Global workflow still uses 1.9.2, though we may upgrade to spack-stack 2 in the near term. That's to say, I don't personally need this issue addressed (as of today). This serves to document the bug!

spack-stack-1.9.2 as tagged requires these changes to configs/sites/tier1/gaea-c6/compilers.yaml to concretize for Intel@2023.2.0:
