Resolve `py-versioneer` multi-version issue with upstream patches to dask and pyogrio

This is a tracking issue for the py-versioneer multi-version problem that is being introduced as part of #2086

In order to solve this we need upstream changes to dask/partd and geopandas/pyogrio tracked here:

• Expand allowable versioneer versions. dask/partd#84
• Expand allowable "versioneer" versions. geopandas/pyogrio#696

Once these changes are submitted, we need to update the spack-packages for both. Then we can remove the py-versioneer multi-version split.
