Recently @eap had PRs to update to gsibec 1.4.4 (see #2137)
I reached out to @mranst here at GMAO and he said our JEDI work is now using gsibec v1.5.0
I made an upstream PR here: spack/spack-packages#6755
Once the gsibec 1.4.4 work is all done, I'll make PRs for gsibec 1.5.0
NOTE: On #2137 there are some thoughts about mkl. Whatever is decided there, I'll follow here.
