JIT direct keyword calls with omitted optionals; Range#min/#max/#include? in C# - #117
This PR covers two more #89 items after #115. Figures are Release builds on Linux, net8.0, compared against CRuby 4.0.
1. Direct keyword calls to methods with optional positionals (831c6df)
#115 let the method JIT compile def m(a, b = 2, k: 3). A keyword call to such a method still went through the specialized entry with its keyword Hash built. The direct keyword entry (JitKeywordCall) only accepted a call that passed exactly as many positionals as the method declares.
It now accepts any number from the mandatory count up. The call site fills in the literal defaults of the optionals the call leaves out, which is what the entry would have done.
For def f(a, b = nil, exception: true):
call

2. Range#min, #max, #include? and #member? in C# (a22109a)
The prelude's def max(n = nil, &block) and def include?(value) were never compiled by the method JIT: the first has a block parameter, the second has a block in its body.
Now RangeOps answers these cases itself:
min and max of an Integer range, with no block and no count;
include? and member? of an Integer range asked about an Integer;
include? and member? of a Float range asked about a number.
Everything else goes to the prelude as before, through __min__, __max__ and __include__. That covers Strings walked by #succ, blocks, counts, and endless or beginless ranges. These three methods are now private, and where they called super they now call Enumerable's min/max by name.

Testing
IronRuby.Tests passes with no failures. Two new tests take their expected output from CRuby:
Method_OptionalAndKeywordParameters2 covers direct calls after the methods are specialized.
Range_MinMaxInclude1 also covers blocks, a break from the block, counts, Strings, endless and beginless ranges, a subclass's own #max, and arity.
Corrected range membership checks for numeric ranges, including mixed integer and floating-point values.
Improved min and max results for integer-ended ranges, including empty ranges.
Fixed calls to methods with optional positional and keyword arguments so omitted arguments use their declared defaults, including after repeated calls.
Improved range behavior across string, endless, beginless, and subclass ranges, including count and block arguments.
A keyword call to `def m(a, b = 2, k: 3)` went through the specialized
entry with its keyword Hash built - ~119 ns for m(1, 2, k: 4) where
`def m(a, b, k: 3)` takes ~11 - because the direct keyword entry
(JitKeywordCall) wanted exactly as many positionals as the method has.
It now takes any count from the mandatory ones up: the call site fills in
the literal defaults of the optionals the call leaves out, which is what
the entry would have done. f(1, 2, exception: 1) on
`def f(a, b = nil, exception: true)` is ~11 ns, f(1, exception: 1) ~10.

The prelude's `def max(n = nil, &block)` and `def include?(value)` were
never taken by the method JIT (a block parameter; a block in the body), so
(1..100).max cost ~200 ns and (1..100).include?(50) ~250 (CRuby ~15, ~55).
RangeOps now answers an Integer range's min and max without a block or a
count, and include?/member? of an Integer range asked about an Integer or
of a Float range asked about a number; everything else - Strings walked
by #succ, blocks, counts, endless and beginless ranges - goes to the
prelude as before (__min__, __max__, __include__, now private, and calling
Enumerable's min/max by name where they called super).
(1..100).max 200 -> ~5 ns
(1..100).min 149 -> 20 ns
(1..100).include?(50) 249 -> 16 ns
(1.0..100.0).include? 410 -> 58 ns
(1..100).minmax 386 -> 135 ns

The changes extend direct JIT calls to keyword methods with omitted optional positional arguments. They also update range membership and extrema handling in C# and Ruby, with tests for both areas.

The JIT resolver records defaults for omitted optional positionals, and direct calls fill the omitted slots before invocation. Direct-entry eligibility now includes methods with optional positionals. Tests exercise repeated calls and register the test methods.

C# adds numeric membership checks and no-block extrema handling for integer-ended ranges. The tests cover membership, extrema, counted extrema, blocks, and other range cases.
Largo/ironruby#89: The change adds C# membership handling for integer and mixed integer/double range cases, which addresses part of the issue’s stated range inclusion performance gap.
