Rational in C#: a RubyRational type, its arithmetic and Kernel#Rational - #120
This PR is the first half of the Rational/Complex item in #89; Complex follows in its own PR. Before starting, I checked master and the open PRs: no one has ported these. #119 only changes two error messages in rational.rb and complex.rb.
Before this PR, a Rational was a plain Numeric with @numerator and @denominator. rational.rb built one with allocate, __send__, two instance-variable writes and freeze, and every operation ran in Ruby.
Changes
A CLR type for Rational.RubyRational (Src/Libraries/Builtins/RubyRational.cs) is the CLR type of the Rational class.
It holds two fields and is frozen from birth.
#instance_variables is now empty, as in MRI.
#numerator, #denominator, __new_internal__, and the __ir_set_parts__ that #marshal_load uses are now C#.
KernelOps.CreateCanonicalRational, which Time#subsec and similar callers use, now creates a RubyRational.
Arithmetic in C#.+, -, *, /, quo, <=>, ==, #to_f and #hash follow rational.c's f_addsub/f_muldiv.
They use long arithmetic while the parts fit in Int32, and BigInteger beyond that.
Any other operand still goes back to rational.rb's __ir_num_coerce_bin__/__ir_num_coerce_cmp__, so ruby/spec sees the same sequence of calls.
Kernel#Rational is C# for Integer arguments and for a Rational argument. MRI's arity (-1) and messages are kept. Everything else goes to rational.rb's __ir_Rational_slow__: Strings, Floats, #to_r, and the exception: keyword.
Integer ** -n builds its Rational in C#. Result sizes too large to compute are still refused, as before.

Testing
IronRuby.Tests passes with no failures. The new test Rational_CSharp1 uses CRuby's output as its expected output. It covers:
Integer, Float, Rational and Bignum operands;
coercion and division by zero;
NaN and hash keys;
Marshal;
Kernel#Rational, including its errors.
ruby/spec with no failures:core/complex, float, numeric, marshal, time and kernel; library/bigdecimal, matrix and date; language.
ruby/spec with known errors:core/rational (4), core/integer (15) and core/string (2) have the same counts as master. They come from mspec's fixnum_max()/fixnum_min() helper.
Known difference
CRuby computes 10 ** -(2**30); IronRuby raises "exponent is too large", as it already did before this PR, because BigInteger cannot hold that many bits.
…al (#89)
A Rational was a plain Numeric with @numerator and @Denominator, made by
rational.rb's allocate + __send__ + two instance variable writes + freeze,
and every operation was Ruby: a + b cost ~630 ns, Rational(1, 3) ~540
(CRuby ~80 each).
- RubyRational (Src/Libraries/Builtins/RubyRational.cs) is the Rational
class's CLR type: two fields, frozen from birth, #instance_variables
empty as in MRI. #numerator, #denominator, __new_internal__ and the
__ir_set_parts__ #marshal_load uses are C#.
- +, -, *, /, quo, <=>, ==, #to_f and #hash are C#, after rational.c's
f_addsub/f_muldiv: long arithmetic while the parts are Int32-sized,
BigInteger past that. Any other operand goes back to rational.rb's
__ir_num_coerce_bin__/__ir_num_coerce_cmp__, as before.
- Kernel#Rational is C# for Integers and a Rational (arity -1 and MRI's
messages kept); anything else is rational.rb's __ir_Rational_slow__.
- Integer ** a negative Integer makes its Rational in C#.

Explanation
Docstring coverage is 44.44% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 36 functions across 6 files.

Add boundary cases for the long and BigInteger arithmetic switch.
RubyRational does arithmetic in long while both parts are in Int32 range (Small). It switches to BigInteger beyond that range. The only large operand in Rational_CSharp1 is 2**70. No case uses parts at or near the Int32 limits. A wrong boundary check would pass this test.
I traced AddSub, MulDiv, and Compare for parts at Int32.MinValue and Int32.MaxValue. Every intermediate value stays inside a long. A test should confirm this against CRuby and guard against future edits to Small.
Rational(2**31, 1) + 1, where the numerator is 2**31, just past Int32 (it is an Int64)
Also add cases for Integer ** negative in Integer_Power1:
(-2**31) ** -1
(-2**31) ** -2
2 ** -2147483648
The last case takes the PowerSlow path. Generate the expected output from CRuby, as the other tests do.
As per learnings: "verify test cases include invalid/out-of-range/boundary inputs, not just valid ones."

Expand the `Rational_CSharp1` test with arithmetic, comparison, and
integer-operand cases at and just beyond the Int32 boundaries, covering the
`long`/`BigInteger` transition. Add the requested negative-exponent boundary
cases to `Integer_Power1` and record expected results consistent with CRuby,
preserving the existing test format.
