Release: signed build provenance for every published file - #36
Every file a release publishes gets a signed SLSA build provenance attestation from GitHub's own actions/attest.
What changes
package job: after packaging and the Notepad test, actions/attest attests the archive (dist/ironruby-<version>-<rid>.*), only for a pushed tag. The job gets id-token, attestations and artifact-metadata: write, the permissions the action's README asks for.
video job: when video_for puts the launch video on a release, the job that rendered it attests it the same way.
Pinning: the action is pinned to the commit of its v4.2.2 tag (1e69f48…), with the version in a comment. actions/attest-build-provenance has been a wrapper of actions/attest since v4, and its README sends new workflows to actions/attest.
It also lists where an archive's contents come from: source compiled in the job (IronRuby, the DLR, prism), the NuGet packages the projects pin (including SQLitePCLRaw's native e_sqlite3), and the .NET runtime.
Not verified yet
The attest steps only run for a pushed tag, so this PR's run checks that GitHub accepts the workflow and its permissions, but not the signing itself. The first tag does that, and gh attestation verify on its archives checks the result.
Also: no programs in the repository
Nothing built, tested or shipped them, and all but two had their sources beside them, which stay:
Tests/Experiments/Process/X: 12 tiny .NET 2.0 programs (8 of them one file under eight names). They were for an experiment on how Windows finds a program by its extension.
Tests/Interop: 4 compiled C# fixtures.
Src/Samples/Tutorial:TutorialSamples.dll and SplashScreen.dll. The tutorial's Rakefile builds them.
Build/Key.snk: the old strong-name key pair. Today's assemblies aren't strong-named.
Tests/Experiments/Loader/Extensions*/fcntl.so: a 32-bit Windows DLL, CRuby 1.8's fcntl. It is now a text file of the same name, since the loader experiments only need the name.
Two text files that git treated as binary are now text:
Util/numeric-conversion-matrix.rb: NUL bytes and a no-break space in string literals are written as escapes. The output under CRuby is unchanged byte for byte.
Tests/Experiments/BuiltinsAll.txt: UTF-8 instead of UTF-16.
Util/check-no-executables.rb fails CI when a tracked file is a program (PE including .NET, ELF, Mach-O, Java class or WebAssembly). It looks at each file's first bytes, not its name, and runs as its own CI job. It flags the removed files, including the old fcntl.so, and passes on the tree as it now is.

New Features
Release archives now include signed build-provenance attestations, which can be verified with GitHub CLI. Launch videos also receive attestations when included in a release.
Documentation
Updated release guidance to describe how archives and launch videos are published, what archives contain, and how to verify provenance. It also clarifies that launch videos are rendered and added manually.
Each archive a pushed tag publishes gets a SLSA build provenance
attestation from GitHub's own actions/attest, in the job that built it;
so does the launch video when video_for puts it on a release. The action
is pinned to the commit of its v4.2.2 tag (actions/attest-build-provenance
is a wrapper of it since v4). `gh attestation verify <file> --repo
Largo/ironruby` checks a download.
The README says how to check one, and where an archive's contents come
from: source compiled in the job, the NuGet packages the projects pin, and
the .NET runtime - none of it a binary in this repository.

Walkthrough
The release workflow now publishes build-provenance attestations for package archives and launch videos. A new Ruby script checks tracked files for executable signatures, and CI runs that check.

Checksum files lack attestations, some executables can evade the check, and Linux SQLite provenance is misstated. Address these gaps before relying on the stated guarantees.

Nothing built, tested or shipped any of them, and all but two were
compiled from sources that stay:
- Tests/Experiments/Process/X: twelve tiny .NET 2.0 programs (eight of them
one file under eight names) for an experiment on how Windows finds a
program by its extension; a.cs, inspect.cs and A B/x.cs stay.
- Tests/Interop: the four compiled C# fixtures; their .generated.cs stay.
- Src/Samples/Tutorial: TutorialSamples.dll and SplashScreen.dll; Prime.cs,
SplashScreen.cs and the Rakefile that builds them stay.
- Build/Key.snk: the old strong-name key pair. Today's assemblies are not
strong-named; only Build/Common.proj, which nothing current imports,
named it, and only if it exists.
- Tests/Experiments/Loader/Extensions*/fcntl.so: CRuby 1.8's fcntl, a
32-bit Windows DLL. The loader experiments only need a file of that
name, so it is a text file saying so now.
Util/numeric-conversion-matrix.rb had two NUL bytes and a no-break space in
string literals; they are \x00 and now, the same strings (its output
under CRuby is byte for byte the same), and git sees text.
Tests/Experiments/BuiltinsAll.txt is UTF-8 instead of UTF-16.
Util/check-no-executables.rb fails when a tracked file is a PE (.NET too),
ELF, Mach-O, Java class or WebAssembly binary, by its first bytes rather
than its name; CI runs it as its own job.
The release publishes SHA256SUMS, but neither attestation step covers it. Consumers cannot verify that published file as promised. Attest it after creation and again after replace-video updates it.

seek to pe and read four bytes in that case, while retaining the buffered read
when the signature is within head and checking that the offset is within the

- SHA256SUMS is attested where it is made: in the release job, and in
replace-video, which now writes it, attests it and uploads it in three
steps.
- check-no-executables.rb reads the PE signature where e_lfanew puts it,
also past the first 4096 bytes, and knows the 64-bit Mach-O universal
header (0xCAFEBABF).
- README: on Linux the archive's e_sqlite3 is not the NuGet package's but
built in the job from SQLite's amalgamation source, checked against the
SHA-256 Util/build-e_sqlite3.sh pins.
