A peer that answers with another network's magic stays in known_peers, so the node dials it on every start; a datadir from before the alphanet default still holds the two signet seeds. may_reconnect already returns false for BadMagic, but the net task then dials the peer's next IP address. The node now calls the existing forget_peer for that error, and for no other.
