Link template users and generated algorithm authors to the catalogue now owned by meds-algorithm. The template retains a navigation page and release-guide registration instructions; it no longer contains a registry, renderer, catalogue tests or scheduled update workflow.
The canonical catalogue and its documentation site are introduced in McDermottHealthAI/meds-algorithm#14. Merge/deploy that counterpart before this link update; core Pages setup requires a repository admin. No duplicate catalogue data is maintained here.
Validation: 90 template tests, Ruff, strict MkDocs, distribution metadata and installed generator smoke checks pass. This PR remains stacked on #46 (algorithm publishing support). No PyPI release or broader documentation migration is performed here.
