🐛 Bugfix: Move AIDP-related synchronous calls to a managed thread to avoid blocking other interfaces.

[Specification Details]

1. 将 Agent 初始化、知识库能力查询、工具搜索与更新中的 AIDP 同步调用移至受管线程执行。本地工具验证也通过受管线程运行，避免同步调用阻塞事件循环。
2. 为 AIDP 目录请求的连接错误、限流和服务错误增加 5 秒失败冷却。
