* Enforce blocking labels on bot-authored PRs while retaining their positive-metadata exemptions. * Restrict refresh App tokens to required permissions and document fallback behavior. * Generate validated, ref-safe refresh branch keys separately from workspace IDs. * Centralize the pinned Pixi version. * Canonicalize refreshed lockfiles and verify byte stability before opening PRs.
