Implements #1075 (part of #962).

What

OpenCRE Chat grounded every answer on one Standard embedding (argmax-1 in PromptHandler.generate_text), so Rob's SAMM example in #962 came back from the Cheat Sheets alone. This PR makes /rest/v1/completion retrieve top-k passages over two lanes, Standards and CREs, apply a break-off rule, and send numbered passages to the model. The references UI already loops over data.table, so several cards render with no frontend change.

How

  • application/database/pgvector_utils.py: top_k_similar_ids_sql(), the LIMIT :k sibling of the top-1 query chat already used.
  • application/database/db.py: Node_collection.find_top_k_similar_embedding_ids(); same contract as find_most_similar_embedding_id (rank-ordered, thresholded, [] on transient error, SystemExit on SQLite).
  • application/utils/librarian/candidate_retriever.py: top_k_cosine() pulled out of CandidateRetriever.retrieve() so Module C and Chat rank candidates with one primitive. Module C behaviour unchanged; its tests are untouched and green.
  • application/prompt_client/chat_retrieval.py (new): ChatRetriever. Embeds once; Standards lane (node_id, k=8) and CRE lane (cre_id, k=4) via pgvector in prod or the existing paginated sklearn walk on SQLite; merge; break-off score >= max(CHATBOT_SIMILARITY_THRESHOLD, best - CHATBOT_BREAKOFF_DELTA); one passage per document until Chat embeddings: retrieve heading/harvest chunks, not whole-node blobs #1076; cap CHATBOT_TOPK_PROMPT; per-passage char budget; rerank_fn hook (identity in this PR).
  • generate_text: uses the retriever; table lists every passage (node.todict() + embeddingsUrl, rank, score); accurate=True only when at least one passage cleared the floor; below floor the existing query_llm fallback with accurate=False is unchanged.
  • chat_prompt.j2: passages are numbered [n] with their source; the model is told to use every relevant passage and cite by number. The & rule (nothing used) is unchanged.

Env (all optional): CHATBOT_TOPK_RETRIEVE 8, CHATBOT_TOPK_CRE 4, CHATBOT_TOPK_PROMPT 5, CHATBOT_BREAKOFF_DELTA 0.08, CHATBOT_PROMPT_CHAR_BUDGET 8000, existing CHATBOT_SIMILARITY_THRESHOLD 0.7.

How this fits with #1155

#1155 adds PromptHandler.retrieve_nearest_standard_for_prompt(prompt) -> NearestStandardHit and makes both generate_text and application/mcp/ask.py call it, so the two surfaces cannot drift. That is the right seam and this PR builds on it rather than beside it:

  • retrieve_passages_for_prompt(prompt) -> List[ChatPassage], backed by ChatRetriever, sits next to it.
  • retrieve_nearest_standard_for_prompt stays as a thin wrapper returning the top passage (standards lane, same threshold), so ask._security_facts and its tests keep working untouched.
  • generate_text switches to the list; ask keeps the single hit for now and can move to multi-passage citations[] in Cited ask API + MCP tools so NestBot can ground security answers in OpenCRE #1074 with a one-line change, because ChatPassage already carries node, embeddings_url, score and rank.

Whichever of the two merges first, the other is a small rebase: if #1155 lands first, this PR's generate_text diff shrinks to swapping one call; if this lands first, #1155's wrapper becomes a two-line adapter. I will rebase on whichever merges.

Success criteria from #1075

  • generate_text retrieves top-k, 8 retrieve / 5 in prompt, env-tunable, no second threshold stack (one existing floor plus one delta)
  • prompt tells the model to answer from the passages and cite them; no silent essay claims accurate=true
  • response table lists all passages used with CRE id / section and embeddingsUrl; frontend unchanged
  • Heroku slug: no torch, no sentence-transformers; pgvector top-k only. Cross-encoder and title_boost slot into rerank_fn as follow-ups (title_boost is in feat(librarian): Module C retrieval upgrades (stack base) #1088, not on main yet)
  • tests: stub retriever returns multiple table rows and a prompt with more than one passage; below-threshold path is not accurate; SQLite lane ordering across pages; SQL / DB method validation and degradation

Proof

python -m unittest application.tests.chat_topk_test application.tests.chat_completion_test application.tests.prompt_client_pgvector_similarity_test
Ran 39 tests ... OK
python -m unittest discover -s application/tests -p "*_test.py"
Ran 1119 tests ... OK (skipped=6)
mypy (repo flags) on touched files: 275 errors on branch vs 278 on main, all pre-existing; chat_retrieval.py: 0
black: clean

Live pgvector run (local pgvector/pgvector:pg16, schema from flask db upgrade at f3a91c07d24b, 2083 nodes, 428 CREs and their 428 real 3072-dim vectors pushed with scripts/sync_embeddings_table.py; Standard vectors synthesised from stored vectors because no embedding key is available here, so this checks the mechanics, not semantic quality):

[DB] standards top-k (6): 1.000, 0.998, 0.995, 0.981, 0.805, 0.796
[DB] CRE top-k (4): 1.000, 0.895, 0.864, 0.862
[DB] two lane queries took 8.4 ms; top-1 method agrees with top-k[0]: True
[Retriever] 3 passages: ASVS (1.000), CRE 462-245 (1.000), CAPEC (0.995); second ASVS section deduped per document
[generate_text] accurate=True table_rows=3; knowledge block starts "[1] ASVS §... (url)"; LLM fallback not called
[below floor] orthogonal query: accurate=False, table=[], query_llm called once

Not run through a live LLM: no working model key on this machine. The prompt the model receives is exercised above; answer quality with several numbered passages is what #1078 will measure.

Not in this PR

Implements OWASP#962. OpenCRE Chat grounded every answer on the single nearest
Standard embedding (argmax-1 in PromptHandler.generate_text). This makes
/rest/v1/completion retrieve top-k passages over two lanes, Standards and
CREs, apply a break-off rule, and send numbered passages to the model.

- pgvector_utils.top_k_similar_ids_sql: LIMIT :k sibling of the top-1 query
- db.find_top_k_similar_embedding_ids: same contract as the top-1 method
(rank-ordered, thresholded, [] on transient error, SystemExit on SQLite)
- candidate_retriever.top_k_cosine: ranking primitive shared by Module C's
in-memory retriever and Chat; Module C behaviour unchanged
- prompt_client/chat_retrieval.py: ChatRetriever. Standards lane (node_id,
  k=8) + CRE lane (cre_id, k=4); break-off score >= max(floor, best - delta)
with the existing CHATBOT_SIMILARITY_THRESHOLD and a new
CHATBOT_BREAKOFF_DELTA (0.08); one passage per document until OWASP#1076; cap
  CHATBOT_TOPK_PROMPT (5); per-passage char budget; rerank_fn hook (identity)
- generate_text: table lists every passage (todict + embeddingsUrl, rank,
score); accurate=True only when a passage cleared the floor; below floor
  the query_llm fallback is unchanged
- chat_prompt.j2: passages numbered [n] with source; cite by number
- tests/chat_topk_test.py: stub retriever -> multiple table rows and a
  multi-passage prompt; below-threshold not accurate; break-off rule;
SQLite lane ordering across pages; SQL/DB validation and degradation

No torch or sentence-transformers added; pgvector top-k only on the slug.

Summary by CodeRabbit

  • New Features
    • Chat responses can now draw on multiple relevant passages from Standard and CRE sources, with inline passage citations.
    • Retrieved knowledge is ranked and combined into a response table, with content capped to fit the prompt.
    • When no relevant passages are found, chat falls back to a direct response without marking it as verified.

Walkthrough

Chat generation retrieves ranked Standard and CRE passages through pgvector or in-memory cosine ranking. It filters, deduplicates, and formats passages for the prompt. When retrieval returns no passages, it uses the direct-LLM fallback.

Changes

Top-K chat retrieval

Layer / File(s) Summary
Top-K similarity and ranking
application/database/pgvector_utils.py, application/database/db.py, application/utils/librarian/candidate_retriever.py, application/tests/chat_topk_test.py
Adds parameterized pgvector top-K similarity queries and database lookup. Database search methods attempt rollback after query errors. Adds a shared cosine-ranking helper and uses it in candidate retrieval. Tests cover query validation, result limits, filtering, ranking, and rollback handling.
Passage retrieval and formatting
application/prompt_client/chat_retrieval.py, application/tests/chat_topk_test.py
Adds configurable retrieval for Standard and CRE passages using pgvector or in-memory ranking. Applies score filters, deduplication, optional reranking, passage limits, and character budgets. Tests cover retrieval and passage formatting.
Chat prompt integration
application/prompt_client/prompt_client.py, application/prompt_client/templates/chat_prompt.j2, application/tests/chat_topk_test.py
PromptHandler sends retrieved passage knowledge to chat completion and builds table rows from passages. The prompt requests inline passage-number citations. Empty retrieval uses the direct-LLM fallback. Tests cover prompt generation and fallback behavior.

…ssage block

Review follow-ups on OWASP#1161:

- db: a failed pgvector statement leaves the Postgres transaction aborted, so
the second retrieval lane and every later query on the shared session would
fail. Both similarity handlers now roll back (best effort) before degrading
to "no match". Same fix applied to the existing top-1 handler.
- chat_retrieval: the character budget now covers the rendered block (passage
headers, URLs, numbering, separators), not only passage content, and the
handler no longer truncates the rendered block a second time. What the model
sees is exactly what the references table advertises.
- tests for both.

Use a real database session for these rollback tests.

The injected MagicMock only proves that the error handler calls rollback(). It does not prove that a failed pgvector query leaves a real session usable. Replace the mocked session with the repository’s integration-style database fixture and trigger the dimension-mismatch query through that session.

Assert the budget on retrieved passages.

The loop discards ChatRetriever.retrieve output. The budget assertions use separate passages that the test truncates itself, so this test can pass if retrieve stops applying the rendered-block budget. Render the retrieved passages and assert their size directly. Keep the long-title fixture for the header-budget assertion.
