Two additions to PUBLISHING.md, learned while releasing forminput 2.2.0:

• When only one artifact changed, publish just that one (:forminput:publishToMavenCentral) and note that composeVersion and versionName are separate.
• The Publish step can be done without the portal page, using the status and publish endpoints of the Central publisher API with the same token Gradle uses.
