Missing user management capabilities #212

MMS lacks the ability to

• delete (local) users,
• modify an existing user, e.g.
  • add admin privileges
  • remove admin privileges

Proposal is to introduce DELETE /users/{user} and PUT /users/{user} operations to cover these foundational administrative functions.
