build(openccu-base): migrate patch 0139

This removes OpenCCU rootfs patch 0139-WebUI-Fix-ScriptErrorOnUnknownDatapoint.patch, now that OpenCCU-Base PR #80 is merged.

Changes:

• Removes the obsolete patch and its tracked source workspace.
• Pins OpenCCU-Base to merge commit 2aee789dd71d09d55714cc8155b1d14fa206bdcf.
• Updates the canonical Buildroot git4 archive hash to 8aa1f3c3263c6b98c47d58ddf29e7d75eeb01fa3beca6a2e13b5da706886e0ba.
• Records the completed 0172 migration (webui: avoid script error when the add-on dialog closes before the version check returns OpenCCU-Base#79 / build(openccu-base): migrate patch 0172 #4272) in docs/base-patch-migration/state.json and refreshes the verified checkpoint to the previous pin 163ace41.

Patches 0039 and 0132 also modify www/rega/esp/datapointconfigurator.fn and precede 0139 in the series. None of their hunks covers ::HideCertainParameters(), and the line count is unchanged, so both apply exactly as before. The later patches on this file (0143, 0144, 0155) already contain the rename in their workspaces.

The remaining rootfs patch count is 123.

Validation:

• Canonical git4 archive regenerated with Buildroot 2026.08's download tooling.
• create_patches.sh --check: clean.
• base-patch-migration.py index: PASS (123 patches). The migration unit tests passed.
• validate against the new pin: PASS. All 123 patches apply with zero fuzz.
• compare against the previous pin 163ace41 with all 124 patches: IDENTICAL (4668 entries, transition cleanup-removal of 0139). The resulting rootfs is byte-identical to the current firmware content.
