The release check authenticated to GCP in initialize_workflow to find the newest
Dataproc images. GCP_SA_KEY is a multi-line secret and GitHub masks each of its
lines, including the bare "{" and "}", so every JSON matrix output of that job was
dropped ("Skip output 'spark_matrix' since it may contain secret") and the Spark and
Hive jobs got empty matrices (run #836).
The lookup now runs in its own find-dataproc-images job, which outputs a brace-free
list of [family, image] pairs that select_components.sh compares with releases.json.

Fixes the scheduled release check broken by #348 (run #836).
Cause: #348 added GCP auth (
GCP_SA_KEY) toinitialize_workflowto look up the newest Dataproc images. The key is a multi-line secret and GitHub masks each line, including the bare{and}.
