Update the simulation API to use Enhanced CPS (ECPS) as the default dataset for US nationwide reports and simulations.

This requires updating the policyengine package dependency to version 0.9.0, which changes the default US dataset from cps_2023.h5 to enhanced_cps_2024.h5.
