Fix the executor's remaining 72 Pyright errors #872

Problem

After the src/modal shadowing fix (#869) and the simulation runtime fixes (#871), the executor still has 72 Pyright errors in rules/baselines/pyright-executor.txt (sim.quality.pyright-executor, #864):

• 17 from spans and Modal operation scopes elsewhere in the executor (the same __exit__ -> bool cause);
• 16 reads of a simulation's output frames, which policyengine types as an optional BaseModel;
• 8 in the version-registry deployment utility's routing-state types;
• 7 each in the Stage 12 parity check and the Stage 12 simulation builder;
• 7 in the output helpers' column sums;
• 6 in the precompute artifact outcome and manifest;
• 4 others.

Proposal

Fix all 72 without changing behaviour in reachable paths, keeping the expressions the weighted-microdata checks recognise, until the executor's baseline is empty.
