Enforce Pyright for the simulation gateway and executor #874

Problem

Once the PRs below this one in the Pyright stack (#866, #869, #871, #873) merge, the simulation gateway and executor have no Pyright errors. Their rules, sim.quality.pyright-gateway and sim.quality.pyright-executor (#864), are still ratcheted against baseline files that list nothing.

Proposal

Delete rules/baselines/pyright-gateway.txt and rules/baselines/pyright-executor.txt, make both rules enforced, and update their proofs and the type-checking skill. apis-integ's rule stays ratcheted until its 4 errors are resolved.
