The emulator zeroed me_affordability_payment (#1065), because neither TAXSIM nor TaxAct reported the payment (taxsim #1056). The current TAXSIM executable now reports it for 2025 in srebate and includes it in siitax (taxsim #1463). Stop zeroing it and add it to ONE_TIME_REBATE_VARIABLES, so srebate reports it with the difference method like the other one-time rebates. siitax + srebate does not change. Summary
The emulator zeroed
me_affordability_payment, Maine's 2025 affordability payment (H.P. 1491, Part T: $300 per eligible adult), in #1065, because neither TAXSIM nor TaxAct reported the payment then (#1056). The current TAXSIM executable now reports it for 2025 insrebateand includes it insiitax(#1463).This PR stops zeroing the payment and adds it to
ONE_TIME_REBATE_VARIABLES. Sosrebatereports it with the difference method, as for the other one-time rebates, andsiitaxincludes it.siitax + srebatedoes not change, so rebate-neutral comparisons are not affected.v40leaves the payment out, as for every variable inONE_TIME_REBATE_VARIABLES. The current TAXSIM executable'sv40includes it (1,680.38 in the record below).Dan's #1463 record (2025, single, age 69, interest 9,830.99, Social Security 47,476.89, rent 24,484.64), with opt1=30 and opt1v=1:

v37), which is a separate question to Dan on #1463 (line 5c of Schedule PTFC/STFC whenrentpaidincludes heat and utilities, the #1126 convention).Changes
