Corrects the Cold Weather Payment planning page (docs/book/programs/gov/dwp/cold-weather-payment-plan.md), written for #435.

The page itself is already on main: it shipped in #2386 (merged 21 October 2026), and its original .added changelog entry was released in 2.143.0. This branch has merged main, dropped the released fragment and now carries only corrections to main's copy of the page.

What this PR corrects (from its changelog fragment):

Corrected the Cold Weather Payment plan (docs/book/programs/gov/dwp/cold-weather-payment-plan.md): the full regulation 1A conditions (care homes, England and Wales, Income Support and JSA premiums, mortgage-interest loans with Pension Credit), the winter 2022-23 Scottish replacement, the Winter Heating Payment rule and the weather data source.

The claim-by-claim review behind these corrections, with sources, is in the "Ready for hub review" comment on this PR.

  • Changelog fragment: changelog.d/435-cold-weather-payment-corrections.changed.md (changed).
  • Docs and changelog only; no code changes.

#435 asks for Cold Weather Payment to be modelled. Persist the
modelling plan in-repo because the geographic weather-event eligibility
is the unusual bit and shouldn't be left to ad-hoc implementation
decisions.

The page covers:

- the policy structure (SI 1988/1724): £25 per 7-day cold period at
the household's weather station, conditional on a qualifying-benefit
receipt with the relevant addition / age trigger,
- three modelling approaches for the weather side: expected-value
parameterisation (smooth aggregate, wrong per-winter), regional
mixing from Met Office historic data (recommended), and
  year-specific lookups for back-casts,
- three-phase implementation: Phase 1 expected-value gate + payment;
Phase 2 regional weather mixing; Phase 3 Scottish Winter Heating
Payment under SSI 2023/8 as a separate variable,
- data sources (DWP CWP statistics for calibration; Met Office
historic stations for regional expected periods),
- open questions on composite vs disaggregated eligibility flags and
  whether to model Welsh top-ups.
Northern Ireland still runs the scheme; the Scottish Winter Heating Payment is under SSI 2023/16, now 62.00 a year, with the same qualifying benefits as CWP; note that Pension Age Winter Heating Payment is already modelled; fix the qualifying conditions, the statistics link and the spending figures; drop an unsourced claim. Type the changelog fragment.

Restate the qualifying benefit conditions as GOV.UK gives them, cite
the April 2026 uprating of the Winter Heating Payment to £62.00 in
SSI 2023/16, credit its statistics to Social Security Scotland, and
remove em dashes.

Main already carries this page (#2386) and released its changelog line in 2.143.0.

The page reached main through #2386 and its changelog line shipped in
2.143.0, so this drops the released .added fragment and corrects main's
copy:

- Winter Heating Payment replaced CWP in Scotland from 1 November 2022
(SI 1988/1724 reg 1A(8), inserted by SI 2022/1018), first paid February
  2023, not "in 2023".
- Add the third and fifth conditions (no care home unless a child under
5 or CTC disability element; home in England or Wales).
- IS and JSA(IB) premium lists are wider than ESA's; SMI recipients
treated as on Pension Credit need no further condition (reg 1A(2)(g)).
- GOV.UK summarises; reg 1A has the full test.
- SMI and the pensioner premium have no variables yet.
- Phase 3 must drop CWP's care-home and England-and-Wales conditions
(WHP also dropped its CTC limb in 2025, SSI 2025/195).
- DWP publishes triggers by weather station, not region; the Met Office
historic data are monthly for 37 stations.
- WHD covers bill-payers, not everyone on the benefits.

Read this first. The page is already on main, word for word, through #2386 (d50ee85a9, merged 2026-10-21). Its changelog line shipped in 2.143.0 (CHANGELOG.md:187).

This branch now:

  • merges main at c65bced64 (merge commit 644804314);
  • deletes changelog.d/435.added.md;
  • corrects main's copy;
  • adds changelog.d/435-cold-weather-payment-corrections.changed.md.

Against main, the diff is the page and the fragment. Suggested title on landing: "Correct the Cold Weather Payment plan".

The plan is still worth having. Neither CWP nor the Scottish (low-income) Winter Heating Payment is on main: git grep -i 'cold_weather|winter_heating' hits only PAWHP and Winter Fuel Payment code. #435 is open.

Claims checked (main a45baf5e4, re-checked on c65bced64)

Claim Verdict Source
£25 per 7-day cold period in England and Wales; 0°C over 7 days, 1 November to 31 March true SI 1988/1724 reg 3 and reg 1(2) (review agent); GOV.UK
NI runs its own scheme on the same terms, 1 November 2026 to 31 March 2027 true https://www.nidirect.gov.uk/articles/cold-weather-payment
WHP £62.00 from April 2026 (SSI 2023/16 reg 9) true reg 9(1) as substituted by SSI 2026/170
WHP "replaced CWP there in 2023" fixed: from winter 2022-23, first paid in February 2023 SI 1988/1724 reg 1A(8), inserted 1.11.2022 by SI 2022/1018; gov.scot
PAWHP is modelled under gov.social_security_scotland.pawhp true parameters/gov/social_security_scotland/pawhp/active.yaml; programs.yaml:589-599
"A household qualifies if all of the following hold" (two bullets) fixed: entitlement is the claimant's; added the care-home and England-or-Wales conditions reg 1A(4) "(which does not apply to a person who comes within paragraph (3)(a) or (d))", reg 1A(8); raw legislation.gov.uk text
ESA conditions (support or WRAG, severe or enhanced disability, pensioner premium, disabled child, child under 5) true reg 1A(3)(a), (d), (e)
"same premium test" for IS and JSA fixed: their lists add the disability, higher pensioner and disabled child premiums reg 1A(3)(b)-(c)
UC employment and LCW conditions; disabled child "whether working or not" true reg 1A(3)(f), (6); GOV.UK
SMI "with one of those premiums or children" fixed: SMI while treated as on Pension Credit needs no further condition reg 1A(2)(g) with (3) ("applies only if … (2)(b), (c), (d), (e) or (f)")
GOV.UK "has the exact conditions" fixed: it summarises —
2024-25: about 1.4 million payments, around £35 million true DWP news release, April 2025
DWP doesn't count actual payments; it publishes eligible estimates and triggers true DWP background and methodology (review agent)
Benefit check is "clean for PolicyEngine" qualified: there is no SMI or pensioner-premium variable grep of policyengine_uk/variables
Option 1 parameter name and entity aligned with Phase 1 (expected_periods_per_year, benefit unit) —
Option 3 "statistics by region" fixed: DWP publishes by weather station, with a postcode-district file 2025-26 release attachments ("Weather stations and postcodes")
WHP qualifying benefits match CWP; qualifying week 2 to 8 November 2026 true SSI 2023/16 reg 2, reg 4; mygov.scot
Phase 3 "reuse the Phase 1 rule" fixed: WHP has no care-home or England-or-Wales condition, and dropped the CTC limb in 2025 SSI 2023/16 reg 4 annotation "Reg. 4(3)(d) omitted (23.6.2025) … S.S.I. 2025/195"
Met Office historic data for regional periods fixed: monthly data for 37 stations can't count 7-day periods; use DWP's per-station triggers https://www.metoffice.gov.uk/research/climate/maps-and-data/historic-station-data
"The FRS gives region cleanly" made precise: region is a household input from the FRS and country is derived; region is coarse against weather stations variables/household/region.py; country.py:21-37
WHD "covers everyone on" four benefits fixed: bill-payers on them GOV.UK WHD England and Wales

Corrections: 11.

Uncertain

  • Reg 1A(6) applies the employment test to "the person". GOV.UK applies it to the claimant and the partner, and the page follows GOV.UK; I didn't find the joint-claim provision.
  • GOV.UK no longer lists IS and JSA(IB). The regulations still do.
