- `in_receipt_of_savings_credit_only` now requires a Pension Credit payment, so a reform that stops Pension Credit being paid no longer leaves savings-credit-only families assessed on the Pension Credit route for Council Tax Reduction and pension-age Housing Benefit, with or without the Pension Credit freeze. Under `disable_simulated_benefits`, which sets Pension Credit to the reported amount, receipt now also needs reported Pension Credit.
